With reference to my immediate confidential telegram No.129 of 14th March, 1940, I have the honour to inform you that, at a meeting of the Legislative Council on 14th March, 1940, the Bill of an Ordinance to impose war taxes and to regulate the collection thereof was read a first time. Standing Orders were suspended in so far as to allow the second reading of
the Bill to be taken at the same meeting.
was then read for a second time.

Two resolutions, relating to the war contribution of this Government, copies of which are transmitted herewith for your information, were also
passed.

I enclose also for your information copies of extracts from the South China Morning Post of 15th March, 1940, which provide a full account of the
proceedings of the meeting.
